Board of Supervisors Reduce
Their Salaries By 13 Percent

The Caroline County Board of Supervisors unanimously voted to reduce its salary by 13 percent at the first meeting of 2010 held January 12 at the Community Services Center.

The reduction, in part because of a new meeting schedule for the year, reduces the BOS salary for each member to $19,500 from $22,500. Madison District Supervisor Wayne Acors raised the proposal that was readily accepted by the entire Board.

In addition, the BOS went away from the traditional two meeting a month format and adopted a new calendar for 2010. Odd-number months such as January and March, etc., two meetings will be held on the second and fourth Tuesdays. On even-numbered months such as February, April, etc., the BOS will hold only one meeting on the second Tuesday. Members were also asked to keep the fourth Thursday open on those months in the event a worksession would need to be called for special business.

The move will save about $10,000 for the year and $25,000 total if you add the savings garnered from the BOS reducing its salaries.

At the beginning of the meeting, Reedy Church District Supervisor Maxie Rozell was elected Chairman, and Mattaponi District Supervisor Floyd Thomas was elected Vice Chairman.

Other highlights of the meeting include:

  • Longtime Reedy Church community activist Jayne Massie was honored by the Board of Supervisors for her work on various projects.


  • Registrar Danette Moen honored pages and Caroline High School staff for their work in the 2009 General Election.


  • VDOT District Engineer Charlie Stunkle reported that April 23 will be the last day of employment for many local employees at VDOT.


  • The BOS gave Parks and Recreation Director Donnell Howard to go-ahead to implement changes to the Summer Camp program. Howard was asked to seek an additional site in Ladysmith.


  • County Administrator Percy Ashcraft was appointed to serve as the County representative on the Peumansend Creek Regional Jail Board and Assistant County Administrator Alan Partin will serve in that capacity on the Pamunkey Regional Jail Board.


  • Mark Fero of the Madison District was appointed to the Recreation Advisory Committee.


  • Matthew West (Bowling Green District), Bob Fiumera (Madison District), and Bob O'Neal (Mattaponi District) were appointed to the Board of Assessors.


  • Leo Satterwhite of the Madison District was appointed to the Board of Zoning Appeals, per approval by judicial authorities.


  • On the Consent Agenda, the Board approved the adoption of the Comprehensive Plan and deferred action on returning funds from a loan intended to build a new fire station in Sparta.


  • Heard comments from people in around Port Royal and also AP Hill Commander Jack Haefner regarding a proposal to build a new Explosives Disposal Training Site at Fort AP Hill. BOS members requested an information meeting of all parties involved before the January 26 meeting.


  • Authorized Staff to issue a RFP for a Radio Consultant.


  • Advanced to second reading and authorized a public hearing on March 9 on amendments to the Cable Television Franchise ordinance.


  • Approved after Closed Session a motion to accept a PPEA proposal for upgrades to the Wastewater Treatment Facility. Other firms will now have the opportunity to also submit proposals per the state procurement regulations.
