Message from the County Administrator
August, 2010

This message is the eighth in 2010 to better update our citizens and visitors to the website. The information serves as a status report for ongoing projects, and also serves as a preview to different happenings that are in the planning stages.

The Board of Supervisors will hold its only meeting this month at 6 p.m. on Tuesday, August 10 at the Community Services Center.

The Boy Scouts Jamboree will end Wednesday, August 3 at Fort AP Hill. The Boy Scouts voluntarily contributed 7-8,000 cans of food to the Caroline Food Pantry.

National Night Out activities will be observed at both the Community Services Center and Ladysmith Village on Tuesday, August 3. The Sheriff’s Office will be hosting the activities at the Community Services Center and the Ladysmith Village officials will be hosting the event at the Clubhouse at Ladysmith Village. The activities begin at 5:30 p.m.

Effective Wednesday, August 4, solid waste convenience sites will be closing every Wednesday. Regular hours will remain in effect the other days of the week.

The Board of Supervisors will hold a public hearing at 7:30 p.m. as part of its August 10 meeting on an ordinance that would establish a Permanent Auto Decal Program.

All county residents are encouraged to register for the Caroline Alert System. The system will notify residents of emergencies and other government news through their cell phones and desktop computers. This is a free service offered by the Board of Supervisors. Click on www.CarolineAlert.com to register. Here is a capsule glance of other activities that will be happening in County government during the month of August:

  • The Parks and Recreation Department will be holding practices for its soccer and football programs this month and wrapping up its Summer Enhancement Program. Contact the office at (804) 633-7277 for information on these programs and other offerings.


  • County staff and consultants continue to work on a proposal that will allow the County to withdraw water from the Rappahannock River in the future. The Department of Environmental Quality must grant its approval before water can be withdrawn.


  • VDOT representatives are still reviewing the application for the Port Royal Visitor’s Center and bid documents will be reviewed this month to pursue construction.


  • The Board of Supervisors at its August 10 meeting will receive an update on the construction of Victory Park in Bowling Green.


  • Staff is gathering financial information regarding the County providing water to the Caroline Pines subdivision.


  • Staff is finalizing information to be presented to the Board of Supervisors regarding a public-private partnership proposal to expand the wastewater treatment facility.


  • Renovation to the space formerly occupied by the Commissioner of the Revenue will continue this month in preparation for the Museum Committee to move into the area this later this year. A Grand Opening is scheduled for April, 2011.


  • The Department of Fire and Rescue will be coordinating a review of the County’s insurance rating (ISO). The process will last a couple months and could give savings to home and business owners on their property insurance.


  • Blue Ridge Appraisal continues to reassess County property in preparation for presentation in 2011.


  • The Board of Supervisors at its August 10 meeting will consider methods of payment for the new branch library in Dawn.


  • County Staff will present at the August 10 meeting of the Board of Supervisors the new GIS program that was primarily funded through grants.


  • The Board of Supervisors will consider at its August 10 meeting recommendations for its 2011 Legislative Program.


  • The Board of Supervisors at its July 27 meeting approved a new Customer Service policy.
