Projects Endorsed by BOS
The Board of Supervisors at its June 8 endorsed two projects that could stimulate economic development in Caroline County in a big way.
A performance agreement was approved by the BOS that paves the way for McKesson Corporation, a Fortune 14 Company in the pharmaceutical industry, to locate in Caroline County at the Caroline Commerce Center along Route 207 at Carmel Church. The company had considered other locations, including Spotsylvania County, but has chosen Caroline. A formal announcement is expected later this summer.
Also, the BOS approved rezoning of approximately 1,059.3 acres near Flying J in Carmel Church that will lead to a mixed use, transit oriented development that will include a train station and other multi-modal facilities.
McKesson intends to invest $49-56 million and build a 340,000 square-foot facility. The project will create 150-190 jobs and bring to Caroline County $500,000-$600,000 in annual revenue.
“This investment represents the largest single capital investment made by an industry in Caroline,” BOS Chairman Maxie Rozell read in a prepared statement near the end of the meeting. “McKesson has annual sales in excess of $108 billion.”
The Carmel Church project, proposed by Tommy and Litt Thompson, also plans for space for retail/commercial offices, government agencies, universities, hotels, recreational uses, light industry and residential units and parks. Planning Director Mike Finchum confirmed the project conforms with the County’s Comprehensive Plan and Sub-Area Plan for the Carmel Church area.
Other highlights of the meeting include:
- Recognized Mac Saphir upon his retirement from the Virginia Cooperative Extension.
- Adopted a resolution and presented to the members of the County Fair Committee declaring July 14-17 “Caroline County Agriculture Fair Week.”
- Beverly McDearmon of the Bowling Green District was approved to the Board of Equalization.
- Adopted a resolution celebrating the 20th anniversary of the Americans with Disabilities Act.
- Adopted an ordinance that capped the BPOL tax at $120,000.
- Authorized the Public School Division to spend up to $779,495 for capital projects.
- Approved an amended Budget for FY 2010.
- Advanced to public hearing at its July 13 meeting amendments to the water and sewer ordinance.
- Approved a resolution intended to strengthen the County’s position in pending litigation involving the Clark’s Cut II project.
- Received a request from VDOT representative David Stanley asking for BOS support in keeping its substation on Fort AP Hill property.
