Maxie Rozell Resigns

Reedy Church District Supervisor Maxie Rozell submitted his resignation from the Board of Supervisors at Tuesday night’s regular meeting.

Rozell, 48, was elected to the Board of Supervisors on November 2, 1999 and assumed the responsibilities of the office on January 1, 2000.

Rozell announced his resignation through a prepared statement that he read to all present at Tuesday’s meeting:

I was basically born and raised in Caroline my entire life. All of my friends and my family mostly live here. I have worked for or volunteered for the people of Caroline County for about 30 years. As a Firefighter, Rescue Squads man, Deputy Sheriff and the past 11 years Board of Supervisors. Citizens of Reedy Church District you elected me to do a job and I have worked hard at representing my district and Caroline County that I Love.

In working with our Board the Lord has allowed us to accomplish much over this time. Our quality of life issues are better. Economic development opportunities are fruitful and Caroline is better positioned. Schools and public safety have strengthened. Much needed road improvements have brought business and jobs here. Caroline’s balanced comprehensive plan protects our rural character but provides planned growth.

There comes a time when a person knows what is best for them knowing their personal responsibilities with family, job and other obligations. Over the past year I find more of my time needed in areas that I cannot ignore.

Therefore I will resign from the Board of Supervisors this evening and allow you sufficient time this year to appoint someone to represent the citizens of the Reedy Church District.

I owe the citizens of Caroline and specifically the Reedy Church District a great deal of gratitude for allowing me the opportunity to serve them and to meet so many great people in our Region. I want to thank our Board, staff, Constitutional Officers, and employees for their hard work. I specifically thank my family for their support and I wish you well.

Throughout his 11 years as a member of the Board of Supervisors, Rozell has been involved in numerous projects that advanced the quality of life for Caroline residents.

A partial list of those accomplishments includes:

  • Leadership in identifying and pursuing a successful strategy to fund the Dawn Wastewater Project after years of unsuccessful grant applications. Phase I of the project was completed in 2010 and connected over 180 homes with failing septic systems to a reliable method of wastewater disposal. A total of 23 substandard houses were rebuilt or rehabilitated with many receiving indoor plumbing for the first time.


  • Helping bring about major improvements in fire & rescue service delivery including increased support for volunteers, career staffing, equipment purchases and capital projects. Rozell also played a key role in the decision to place all fire and rescue personnel under the leadership of a strong fire chief, resulting in greatly improved coordination and service to the citizens of the County. He was also instrumental in bringing extended LEO benefits to public safety personnel in the Sheriff’s Office and Fire and Rescue.


  • The development of a Youth Task Force comprised of organizations that serve the youth of Caroline County. The mission of the task force has been to collaborate on strategies, avoid duplication, and provide the best possible service to encourage the County’s young people to make positive choices in their lives.


  • Promoting the formation of a Big Brothers/Big Sisters program in Caroline to make meaningful, monitored matches between adult volunteers and children ages 6 through 18. Big Brothers/Big Sisters develops positive relationships that have a direct and lasting effect on the lives of young people.


  • Fostering the evolution of Planning District 16 from RADCO to the George Washington Regional Commission. Rozell helped GWRC confront the challenges facing the region in the 21st century and become more forward thinking in its approach to regional issues.


  • Strong advocacy for better services for the County’s elderly population through the Rappahannock Area Agency on Aging, including the creation of the Medical Transportation Program in Caroline.


  • Advocating for a new state-of-the-art library for the citizens of Dawn slated to open in 2011.


  • Pressing state transportation officials and General Assembly members for improved transportation infrastructure including upgrades to Exit 104 I-95 Interchange in Carmel Church and the Route 301/Route 30 intersection.


  • Winning Board of Supervisors approval for the Route 652 waterline extension project to bring potable water to Caroline Pines.
Rozell was elected Chairman of the Board Supervisors three times, including 2010.

He and his wife Crystal have two children, Blake and Lauren.

The Board of Supervisors will have 45 days to fill the position, or the matter will be referred to Circuit Court for an appointment to be made.
