CAROLINE COUNTY BOARD OF SUPERVISORS

NOTICE OF PUBLIC HEARING

PROPOSED AMENDMENT OF CHAPTER 103, ARTICLE IX 

OF THE CODE OF CAROLINE COUNTY, VIRGINIA REAL ESTATE TAX EXEMPTION FOR ELDERLY AND DISABLED PERSONS

 

The Caroline County Board of Supervisors will hold a public hearing on Tuesday, October 12, 2021, beginning at 7:30 p.m., or as soon thereafter as the matter may be heard, in the Community Services Center Auditorium, located at 17202 Richmond Turnpike, Milford, Virginia, to consider amendments to Chapter 103, Article IX of the Code of Caroline County, Virginia. This section of the County Code provides partial real estate tax relief for qualifying elderly and permanently and totally disabled citizens.

The purpose of the proposed amendments can be summarized as follows:

  • Allows for a prorated real estate tax exemption if a dwelling is jointly owned by two or more individuals (other than a spouse) and one, but not all, is either age 65 or over or permanently and totally disabled; and
  • Increases the combined income threshold for eligibility from $40,000 to $50,000 and the net combined financial worth eligibility threshold from $85,000 to $100,000; and
  • Changes the eligibility criteria methodology; if the net financial worth threshold is met, the taxpayer will receive a percentage exemption based on $10,000 income brackets (for example, a household income of $0 to $10,000 will receive a 95% exemption). The current ordinance combines the financial worth of the taxpayer with the household income to determine the amount of the tax exemption; and
  • Enables the Commissioner of the Revenue to extend the deadline to file an application from March 31 to December 31 for first-time applicants or in cases of a hardship.

 Any person desiring to be heard in favor of or in opposition to the proposed amendments is hereby invited to be present at the public hearing. PROPOSED AMENDMENT OF CHAPTER 56 OF THE CODE OF CAROLINE COUNTY (HUNTING)

 

The Caroline County Board of Supervisors will hold a public hearing on Tuesday, October 12, 2021, beginning at 7:30 p.m., or as soon thereafter as the matter may be heard, in the Community Services Center Auditorium, located at 17202 Richmond Turnpike, Milford, Virginia, to consider an amendment to Chapter 56 of the Code of Caroline County (Hunting).

The purpose of the proposed amendment is simply to correct an inaccurate reference in the current ordinance to the caliber of rifle or pistol required to hunt deer in Caroline County. Virginia Administrative Code 4VAC15-270-10 requires that deer be hunted with rifles greater than .23 caliber. The amendment will align the Caroline County ordinance with the greater than 0.23 caliber standard as Virginia Administrative Code 4VAC15-270-10 requires.

All other aspects of the ordinance adopted by the Board of Supervisors in April 2021 will remain the same.
