Notice is hereby given pursuant to Section 15.2-2507 of the Code of Virginia and amendments thereto, that the Caroline County Board of Supervisors intends to amend the Fiscal Year 2020/2021 budget to add approximately $2,680,638 in funds received by the County from the Commonwealth of Virginia as part of the federal Coronavirus Aid, Relief and Economic Security (CARES) Act of 2020. The funds will be used for expenditures incurred due to the public health emergency associated with the Coronavirus Disease 2019 (COVID–19) pandemic. Funds have been requested by and allocated for the Department of Fire & Rescue, Sheriff’s Office, Caroline County Public Schools and the Department of Public Works/Utilities. Funds have also been set aside for expenditures related to the provision of grants to small businesses to reimburse the costs of business interruption caused by required closures and for expenses to facilitate distance learning, including technological improvements, in connection with school closings to enable compliance with COVID-19 precautions.

The allocation of each locality in the Commonwealth is based on the proportion that the locality’s population represents of the statewide total population. Counties must share an equitable portion of the funds with the towns included within their borders based on the same population formula.

The Caroline County Board of Supervisors will hold a public hearing on Tuesday, July 14, 2020, beginning at 7:30 p.m., or as soon thereafter as the matter may be heard, to consider the proposed budget amendment.

The public hearing will be held in the Caroline County Community Services Center Auditorium, located at 17202 Richmond Turnpike, Milford, Virginia, 22514. Due to the public health threat posed by the COVID-19 coronavirus pandemic, the in-person gathering size in the meeting room may be limited based on guidance and executive orders from the Governor of Virginia and the Virginia Department of Health on social distancing and public gatherings in effect at the time. Accordingly, public comment on the proposed budget amendment will also be accepted in writing prior to the meeting to be entered into the official minutes of the Caroline County Board of Supervisors and read by the Chair or designee at the Board meeting.

Those wishing to submit written comments may do so by emailing comments to Pam Hall at the County Administrator’s Office or by placing written comments in the Treasurer’s Office drop box outside the front door of the County Administrative Building at 212 N. Main Street, Bowling Green, VA 22427. Comments submitted via the Treasurer’s Office drop box should be in a sealed envelope clearly marked “Comments for Public Hearing on Proposed Amendment of FY 2020/2021 Caroline County Budget.” Written comments may also be mailed to the attention of Pam Hall, County Administrator’s Office, P. O. Box 447, Bowling Green, VA 22427. All comments must be received by close of business on Monday, July 13, 2020 in order to be read into the public record at the hearing.

Submissions of written comments must include the citizen’s name and voting district. Please draft your comments at such length so that they may be read into the record in no more than three (3) minutes at a typical oral reading pace. For comments provided in representation of a group or organization, the time limit is five (5) minutes. The reading of any comments that exceed these time limits will stop when the time limit is reached.

Citizens choosing to attend in person to address the Board of Supervisors at the public hearing will be required to maintain recommended social distancing at all times and have their temperature taken before entering the building.

The Caroline County Board of Supervisors will hold a public hearing on Tuesday, July 14, 2020, in the Community Services Center Auditorium, located at 17202 Richmond Turnpike, Milford, Virginia, to consider the following: 

Beginning at 7:30 p.m. 

RZ-05-2019– Mushtaq, Raza; Mushtaq, Waqas; Akhtar, Muhammad Yaseen, Owners /Applicants:  Request a Rezoning from RP, Rural Preservation (density of one dwelling unit per 10 acres of land) to B-1 Business (no specified density), on tax map #26-A-30 consisting of 1.02 acres, more or less.  This property is located on Jefferson Davis Highway at the Caroline/Spotsylvania Line, Port Royal Voting District.  Proposed Use: Business. The 2030 Comprehensive Plan designates this property as outside of a growth area as Rural Transition.
