The Caroline County Board of Supervisors and the Virginia Department of Transportation will hold a joint public hearing, pursuant to Section 32.2-331 of the Code of Virginia, on the proposed FY 2024-2029 Secondary Road Six-Year Plan and the FY 2024 Secondary Road Construction Budget on Wednesday, May 24, 2023 beginning at 7:30 p.m. (or as soon thereafter as the matter may be heard) in the Community Services Center Auditorium, located at 17202 Richmond Turnpike, Milford, Virginia. The Secondary Road Six-Year Improvement Plan represents the County’s secondary road improvement priorities through the year 2029. The FY 2024 Secondary Road Budget represents the first year of the Secondary Road Six-Year Improvement Plan.
SPEX-02-2022, Sullivan, Frederick & Callie, Owner/Applicant: Request a Special Exception Permit in accordance with Article XVII, Section 13 (Standards for Special Use Permits) and Article IV (Rural Preservation), Section 5.23 of the Caroline County Zoning Ordinance tax map #50-A-51 (part of) consisting of 5 acres (out of 16.9 acres), more or less. This property is located at 3213 Ladysmith Road, Ruther Glen, Virginia, Western Caroline Voting District The 2030 Comprehensive Plan designates this area as Rural Preservation. Proposed Use: The purpose of this special exception is to modify previously approved special exception permit (SPEX-04-2019) for a special events facility to amend conditions including but not limited to 1) increasing the maximum number of events permitted from 30 to 150, 2) allowing overnight parking of motor vehicles and 3) modifying the condition that requires the Applicant to reside full time on the property.
SPEX-01-2023 – RADA, LLC, Owner; Fearnought Properties, LLC, Owner / RADA, LLC (Robert & Ada Caruthers), Applicant: Request a Special Exception Permit in accordance with Article XVII, Section 13 (Standards for Special Use Permits) and Article IV (Rural Preservation), Section 5.23 of the Caroline County Zoning Ordinance on tax map #72-A-2A consisting of 9.75 acres and a portion of tax map #72-A-2 consisting of 4.5 acres, more or less. This property is located at 18204 Sparta Road, Milford, Virginia, Bowling Green Voting District. Proposed Use: Special Events Facility. The 2030 Comprehensive Plan designates this area as Agricultural Preservation.
2030 Comprehensive Plan Amendment: An amendment to Chapter 8 (Land Use), Appendix B Carmel Church Community Planning Area and the Future Land Use Map of the County of Caroline, Virginia, 2030 Comprehensive Plan to; 1) designate Carmel Church Station as an Urban Development Area, 2) to define and establish Planned Innovation, Research and Technology Development areas within the community planning area, and 3) amend the Land Use plan to establish and identify that area generally west of U. S. Route 1, south of Jericho Road, east of Hewlett Road and north of the North Anna River, and that area generally east of Route 207 and the CSX Railroad, south of Polecat Creek, west of the electrical transmission lines and north of Reedy Creek as an area for Planned Innovation, Research and Technology Development areas.
