Notice of Willingness

Find out about the proposed project to improve the traffic signal located at the intersection of Routes 1, 207 and 658 located in the Carmel Church area of Caroline County.

Improvements will include new traffic signal structures that will accommodate new traffic signal heads, provide improved visibility of the traffic signal for drivers approaching the intersection and create a safer turning environment for drivers at the intersection.

Review the project information and the environmental document, in the form of a Programmatic Categorical Exclusion, at VDOT’s Fredericksburg District Office, 87 Deacon Road or the Fredericksburg Residency Office, 86 Deacon Road.  Both offices are located in Fredericksburg, VA  22405.  To ensure that the appropriate staff is available, please call ahead or your visit at 540-899-4288 or TDD/TTY 711.

If your concerns cannot be satisfied, VDOT is willing to hold a public hearing.  You may request that a public hearing be held by sending a written request to Ms. Anastasia Kapitan, Project Manager, Virginia Department of Transportation, 87 Deacon Road, Fredericksburg, VA  22405 on or prior to February 20, 2020.  If a request for a public hearing is received, notice of date, time and place of the hearing will be posted.

In compliance with the National Historic Preservation Act, Section 106 and 36 CFR Part 800, information concerning the potential effects of the proposed improvements on properties listed in or eligible for listing in the National Register of Historic Places are included in the National Environmental Policy Act documentation.
