ACTIONS FROM JUNE 23, 2020 BOARD OF SUPERVISORS MEETING

At its June 23, 2020 meeting, the Caroline County Board of Supervisors approved a resolution appropriating funds by category for the FY 2020/2021 Caroline County Public School Budget. 

The Schools requested a supplemental appropriation for $300,000 of Anthem funds to the FY 2021 Budget that had been previously approved and transferred by the Board of Supervisors in FY 2019 to be used toward the FY 2021 health insurance increase for CCPS employees.  Due to the expected $2 billion shortfall in State Budget Revenues, the Board of Supervisors voted to hold the $300,000 leftover from FY 2019 in reserve and agreed to have a joint worksession with the School Board after receiving a revised FY 2021 State Budget approved by the Governor and General Assembly.  The Board of Supervisors noted that past approval of this funding and consideration of this particular item at a future worksession was and is “one-time money,” meaning it cannot be considered as an automatic add to operations in the future school budget.  

CCPS also requested the re-appropriation of $294,316 from FY 2019 Reversion Funds (Lottery Funds) to the FY 2021 School Operational Facilities Budget to enable the school division to purchase one-time items not funded by other means and to support their ability to meet the new General Assembly regulation requiring local education agencies to spend 30% of the Infrastructure and Operations Per Pupil funds on one-time expenses.  As noted with the previous request, due to the expected $2 billion shortfall in State Budget Revenues, the Board of Supervisors delayed action on this request and agreed to have a joint worksession with the School Board after receiving a revised FY 2021 State Budget approved by the Governor and General Assembly.  Again, The Board of Supervisors noted that consideration of this particular item at a future worksession was and is “onetime money” meaning it cannot be considered as an automatic add to operations in the future school budget. 

In summary, the Board appropriated the FY 2021 School Budget as presented by the County Administrator, and agreed to hold a future joint Board worksession to discuss additional funding for the FY 2021 School Budget after the General Assembly adopts an amended FY 2021 State Budget and the Governor signs the same.
