1. Why does Caroline have a Fee for Service program?: Medicaid, Medicare and private insurance polices include the cost of ambulance transport. As the cost of providing emergency medical services increase, Caroline leaders have sought ways to pay for these services without raising property taxes. Many other local governments in Virginia have found that billing Medicaid, Medicare and private insurance for ambulance transport service has resulted in revenue being recovered to help fund Fire and EMS services.

2. Will I be denied service if I do not have insurance?: No, the ability to pay will never be considered when rendering emergency care in Caroline.

3. Who handles billing?: Caroline has contracted with a 3rd party service, EMS/MC of Lewisville, North Caroline, to handle billing. Citizens may see a North Carolina mailing address on some documents.

4. What are the charges for EMS transport services?: Charges include:
- $13.96 per mile, from pick-up to hospital, for transport
- $455.71 for Basic Life Support
- $550 for Advanced Life Support - Level 1
- $783.25 for Advanced Life Support - Level 2
